Our Mission

The NGO Development Center (NDC) is a Palestinian non-profit organization that supports the NGO
sector in Palestine through the provision of financial and technical support.

Our Mandate

The NGO Development Center (NDC) is the largest Palestinian organization of its kind working hand-in-hand with Palestinian non-governmental organizations (NGOs) and community development organizations (CSOs) to improve the delivery of services in unserved and underserved areas to marginalized segments of society and build a more efficient and responsive Palestinian civil society. Our programmes and grants empower Palestinians to help Palestinians by providing NGOs the skills, tools and funds required to address social needs and promote self-reliance amidst poverty.

NDC advocates greater NGO transparency and accountability through the adoption of professional financial and management practices. We promote sector-wide coordination and sharing of best practice experiences within our programmes and services, such as our Masader portal and the Palestinian NGOs Code of Conduct. Our support to the four main Palestinian NGO networks and unions along with our inclusive and participatory relationship with strategic partners (the Palestinian Authority (PA), international donors, NGOs, beneficiaries, the Palestinian public and private sector) form our mandate. Our commitment to sector development and individual NGOs reflects our comprehensive approach to sustainable development, while our complimentary funding streams demonstrate our understanding of development as a holistic process.

Our Objectives

NGOs contribute to the development of Palestinian society and meet its needs. During the period of 2022-2026, NDC will work to achieve the following strategic objectives:

  1. NDC is a main mechanism for supporting and developing NGOs to respond to the community’s most pressing needs.
  2. NGOs are better able to carry out their tasks effectively.
  3. Sufficient and suitable resources are provided that are responsive to the NGO sector and which cultivate best practices, enhance its performance, and increase its impact.

Our Governance

NDC is governed by a policy Board of Directors that provide overall guidance and oversight to NDC. The board members are elected once every three years by the General Assembly. The General Assembly encompasses members of the four main NGO networks in Palestine; namely, the Palestinian NGO Network (PNGO), the Palestinian General Union of Charitable Societies, the Palestinian National Institute for NGOs, and the General Palestinian Union for NGOs in Gaza. The General Assembly and members of the Board of Directors are from economic, academic and civil society expert backgrounds.

Our Staff

NDC has four main units: Grants Facility, NGO Sector Development, Finance and Administration, and Resource Mobilization and Communication. The organization is comprised of qualified and experienced staff members in addition to specialist consultants. NDC possesses dynamic staff, with vast training and experience in managing, supporting and implementing projects focused on development. Additionally, NDC has strong financial and operations support departments that work as pillars for projects implementation. NDC's headquarters is based in Al-Ram, the West Bank, however linked to the branch office in Gaza. We ensure a smooth liaison and proper implementation of programmes in Gaza from grant-making to sector development and technical assistance.
