Baseline Study for “The Primary Healthcare NGO Consortium” Project 

Reference Number: 208/NDC-6/2026 

 

The NGO Development Center (NDC) has received financing for the Primary Healthcare NGO Consortium Project and intends to use part of the funds to engage an Individual Consultant to conduct a baseline study for the project. 

 

The main objective of this assignment is to generate reliable, disaggregated, and context-sensitive data to establish baseline values for project outcome and output indicators, assess service quality, and inform the monitoring, evaluation, and learning system of the Project. The consultant will design and implement a mixed-methods approach (quantitative and qualitative), develop and pilot data collection tools, conduct field data collection in coordination with implementing partners, analyze and validate the data, and produce a draft and final baseline study report. The study will also include facilitating a participatory process with implementing partners to define baseline service quality standards and establish annual targets for key indicators. 

 

The total working days for this consultancy are estimated at approximately 30–40 working days over 8–10 weeks. Applicants will propose a detailed work plan schedule, which will be finalized with NDC. 

The NDC hereby invites individual consultants with relevant experience in baseline studies, monitoring and evaluation, and health systems to express their interest in delivering the services described above.

 

Required Qualifications:  

In order to accomplish the objective of the assignment and the scope of work, a consultant is required with the following qualifications and competences: 

  • Advanced university degree (Master's or higher) in public health, social sciences, development studies, or a related field. 

  • At least 7–10 years of demonstrated experience in baseline studies, evaluations, or M&E assignments. 

  • Proven experience with results-based management, logframes, and donor-funded projects. 

  • Strong experience in health systems, primary healthcare, or social sector programmes. 

  • Experience working in fragile, conflict-affected, or humanitarian settings is a strong asset. 

  • Familiarity with the Palestinian context is highly desirable. 

  • Strong expertise in quantitative and qualitative research methods. 

  • Proven ability to develop indicators, data collection tools, and service quality standards. 

  • Excellent analytical and report-writing skills in English.
